Artist Statement: When I heard about the bill, I immediately thought of the phrase "taking candy from a baby" and that is the idea that I ultimately went with. I made this illustration in my sketch book by layering colored pencils on top of paint markers. I was a bit limited on what colors I had available, so I chose a more cartoonish style of coloring and shading. I did not use any reference photos or other sources to come up with my idea. After I was finished, I scanned it on a flatbed scanner and converted it to a .jpg
